ESTUDO | «Implementation of the Daphne programme and other funds aimed at fighting violence against women and girls»

Abstract 

This study, commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the FEMM Committee reviews the effectiveness of European Union funding targeting the elimination of gender-based violence. It investigates the relevance of the priorities and actions funded, and the extent to which the results address programme objectives and provide direct support to victims of violence. The study concludes with policy recommendations on the priorities for the next cycle of EU funding for fighting violence against women and girls.

«Abstract 

This study was commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the FEMM Committee. The study provides a definition and conceptual model of domestic sexual abuse of girls, as well as analyses of prevalence and risk factors across the EU. It goes on to review policies and actions to address domestic sexual abuse of girls at the EU and Member State levels, and sets out case studies of four countries. It ends by providing recommendations for Member States and EU institutions».

Abstract 

This study was commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the FEMM Committee. It aims to provide a comparative overview of the situation in the European Union, with particular focus on six selected Member States, in terms of access to sexual and reproductive healthcare goods (such as medicines) and services (such as abortion and family planning), from both legal and practical perspectives. The study looks at the extent to which conscientious objection affects access to sexual and reproductive rights (SRHR). The study will contribute to formulating a clear framework for the improvement of access to sexual and reproductive healthcare goods and services in the EU.

Principais Resultados

Observa-se que os três anos considerados mantêm as tendências já identificadas em 2014, permanecendo a preponderância de atores do sexo masculino nos noticiários de horário nobre.

 Nas amostras consideradas no triénio em análise, os protagonistas homens são os mais representados em qualquer dos serviços noticiosos, com valores acima dos 70%. Já as mulheres representam apenas um quinto dos atores destacados nas peças analisadas. As notícias protagonizadas por ambos os sexos, categoria que abrange atores da mesma área de proveniência, cujo destaque mediático é partilhado2 , representam apenas oito por cento da amostra. 

Se, em algumas áreas, como na política nacional, a presença de representantes femininas tem observado uma evolução favorável, noutros domínios, como no mercado de trabalho, apesar da sua feminização, a liderança das empresas continua a ser ocupada por homens.  (...)». Leia na integra.

«This study, commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the FEMM Committee, looks into the phenomenon of cyber violence and hate speech online against women in the European Union. After reviewing existing definitions of the different forms of cyber violence, the study assesses the root causes and impact of online violence on women. It continues by analysing and mapping the prevalence, victims and perpetrators. The document ends with an outline of the existing legal framework and recommendations for action within the EU remit».

«BACKGROUND AND AIMS 

The aim and focus of the present analysis is to map the backlash against gender equality and women’s rights in the recent years of the present decade in selected EU member states: Austria, Hungary, Italy, Poland, Romania, and Slovakia. These countries were selected taking into account Opinions, all Initiative reports or the Delegations that the FEMM Committee has programmed in the course of 2018. The analysis aims to identify and describe areas, measures and initiatives that have increased risks or have put women and girls in a more disadvantageous position, decreased the protection of women's rights, as well as eroded their established entitlements, or which have blocked related progress. The report does not provide a comprehensive and in-depth overview and assessment of the situation of women in the countries concerned, or of state performance and the institutional, legislative and policy framework in gender equality and women’s rights. It seeks to introduce the basics of that framework, and to describe those areas, policy fields and issues that are revealed to have been mostly affected by the backlash and by movement in a negative direction. In this context, the study also reflects on some missed opportunities where progress has not happened despite the potential for this, as well as reflects on new problems that have arisen in recent years. The analysis is based on desk research and a literature review, as well as interviews made with – and other contributions provided by – national experts in the relevant countries».
